I've heard of three reasons for the hops shortage

 > bad weather in Europe, poor crop
 > hops warehouse in Oregon (?) burned down, taking out a large part 
of a year's crop
 > farmers changing from hops to more profitable crops. This seems to 
me to be the least important, since hops should be pretty profitable 
per acre, and things such as corn and beans aren't.

Importing agricultural products could be a huge PITA. Huge. Might not 
be possible without tons of paperwork.

I've been to Bavaria. Just explore. You'll find a world of small 
label brews that you'll never see anywhere else, and most of them 
will be excellent. And some great local food. And people who are so 
*n*l-retentive that it goes way off of the scale that Americans are used to.
