[THC] provisional membership agreement, homebrew club

Below is the draft provisional membership agreement for THC, put forward 
by a couple of the Directors, to be decided upon before Aug 1.  There 
has been no discussion or decision yet.  The preface paragraph is 
possibly a note to the other directors or maybe part of the PMA, I'm not 
sure, but I like it very much and suggest that there is merit in 
including some such preface in whatever formal provisional membership 
agreement is decided upon by the board.

The very basic purpose of this agreement is to allow the Board of 
Directors to define the Membership of the Club, and subsequenly, to 
allow the Members to define the Club. This agreement is meant to be as 
minimal as possible to allow the Members to fully participate in the 
definition of the bylaws of the Club. All of this is, of course, 
designed to help the Club be effective at enjoying and promoting the 
hobby of homebrewing.

Until the bylaws are ratified, all Club governance matters will continue 
be handled by the Board of Directors.

Membership is $10 and will be implemented in August 2007, to be renewed 
each August thereafter.

Membership is open to anyone who can legally drink alcohol in the state 
of Indiana

Members will have the opportunity to comment on the bylaws proposed by 
the Board

Members may vote to accept or reject the bylaws proposed by the Board

The bylaws must be ratified by a two-thirds majority of the voting Members
